Required Permits for Upper Mustang Trek

Upper Mustang Trek is one of Nepal’s most distinctive Himalayan journeys, taking trekkers through the remote landscapes of the former Kingdom of Mustang. The region is renowned for its dramatic trans-Himalayan scenery, ancient villages, centuries-old monasteries, traditional Tibetan-influenced culture, remarkable caves, and the historic walled settlement of Lo Manthang.

Located in the rain-shadow area north of the Annapurna and Dhaulagiri ranges, Upper Mustang has a landscape very different from many other trekking destinations in Nepal. The journey offers a combination of Himalayan scenery, cultural heritage, traditional villages, and a unique high-altitude desert environment.

Upper Mustang is designated as a Restricted Area by the Government of Nepal. Therefore, foreign trekkers need a special Restricted Area Trekking Permit in addition to the other applicable trekking documentation. Upper Mustang also falls within the Annapurna Conservation Area, and the applicable conservation-area entry requirements must be fulfilled.

For Upper Mustang Trek, the required trekking arrangements must be made through a Government-registered trekking agency, and trekkers must be accompanied by a licensed trekking guide in accordance with the current trekking regulations. The Nepal Tourism Board specifically lists Upper Mustang Trek among the routes where a licensed trekking guide and agency-issued TIMS Card are mandatory.

Upper Mustang Restricted Area Trekking Permit

The Upper Mustang Restricted Area Trekking Permit is the principal permit required for foreign trekkers entering the designated restricted areas of Upper Mustang.

Current Permit Fee

USD 50 per person per day

The current dedicated trekking-route fee information published by the Department of Immigration lists Upper Mustang at USD 50 per person per day.

The designated Upper Mustang restricted areas include:

  • Lomanthang Rural Municipality – all areas of Wards 1 to 5

  • Lo-Ghekar Damodarkunda Rural Municipality – all areas of Wards 1 to 5

  • Baragung Muktichetra Rural Municipality – all areas of Ward 3 and Satang Village of Ward 5

The trekking permit should be carried by the trekker throughout the journey and presented to immigration officials or police when requested.

Annapurna Conservation Area Permit (ACAP)

Upper Mustang is located within the Annapurna Conservation Area. Therefore, foreign trekkers undertaking the Upper Mustang Trek are also required to obtain an Annapurna Conservation Area Permit (ACAP), in addition to the Upper Mustang Restricted Area Trekking Permit.

The ACAP is a separate entry permit and is not included in the Upper Mustang Restricted Area Trekking Permit.

The current ACAP fee for foreign trekkers is:

NPR 3,000 per person (approximately USD 25, depending on the prevailing exchange rate on the date of issuance).

TIMS Card for Upper Mustang Trek

The Trekkers’ Information Management System (TIMS) Card is also required for the Upper Mustang Trek.

The current TIMS fee for foreign trekkers is:

NPR 2,000 per person
(approximately USD 15, depending on the applicable exchange rate on the date of issuance).

According to the Nepal Tourism Board, Upper Mustang is among the designated trekking routes where trekkers are required to be accompanied by a licensed trekking guide and carry a TIMS Card issued through a registered trekking agency.

The TIMS Card is arranged through a Government-registered trekking company as part of the required trekking documentation and arrangements. Therefore, foreign trekkers undertaking the Upper Mustang Trek must travel with a licensed trekking guide and through a registered trekking agency in accordance with Nepal’s applicable trekking regulations.

Licensed Trekking Guide is Compulsory

A licensed trekking guide is compulsory for Upper Mustang Trek under the current trekking regulations.

Trekkers should therefore arrange their Upper Mustang journey through a Government-registered trekking agency that can provide a licensed trekking guide and complete the required trekking documentation and TIMS arrangements.

This requirement helps ensure that trekkers travel with an authorized guide and that the necessary trekking information and documentation are properly registered before entering this restricted and remote Himalayan region.
